April 12 2016 - It seems from some cases which were filed under Masters Cap and on premium, emails are being sent to confirm that the candidate applicant has made it through the H1B lottery. Note that making it through the lottery or random selection, does not guarantee an approval.  At this point in time only premium emails are being received.
